I had this issue and for a solution I downloaded and installed the ESR (Extended Support Release) 6.0 The descriptions reappeared. Then I went to Open Menu/Options/Updates and set it to never update. Problem solved. Switch to Firefox Extended Support Release (ESR) for personal use https://www.mozilla.org/en-US/firefox/organizations/all/ I give credit for this solution to bhdavis

You should allow updates as the ESR channels is separate from Release and will not update to a Release version.

The 60.0 ESR (based on 60.0 Release) has the second number increase by one for major updates and last number for security and allowed stability fixes. ESR does not get new features.

The current version is 60.2.1esr and will be at 60.3.0esr when Firefox 63.0 is Released.

As long as I can easily access the properties description for the bookmark for the web page I am currently on or about to go to, I'm happy.

Other threads, prematurely closed, apparently because of the emotional distress this has caused users, recommend against disabling updates to FireFox. I'd like to know the reason for this. So, here is the million dollar question: Are the descriptions vulnerable?

Yes. Eventuality. Always :

At this time in regular release channel they have been disabled but are still there for the time being and are invisible. When exported as HTML and dragged and dropped into a open browser window they can be seen. Not pretty but are there.

You may want to investigate into this as it was made because of the issue.
