Why do some sites, when open in a Private Window, keep cookies after PW is closed?

I open sites only in private windows. Then, generally, I close the private window and all its cookies disappear as it should. However, on at least two sites, eBay and yahoo finance, when I close the private window, a cookie for that site remains. I use Cookie Quick Manager extension (and set it as my home page) so I can see what cookies are created and removed. But when I open the yahoo page, for example, http://finance.yahoo.com/quotes/%5EDJI,IBDM,SCHH,PFF,CTL,ONEQ,FXI,CXSE,GXC,CSCO,NLY,VZ,ECOL,FUTY,BA in a new private window, even if I open no other windows but then exit the private window, a yahoo cookie remains.

Does it matter? Think about it. When I close the Private Window (when there is only one PW open), that home page would disappear. This problem doesn't occur with Google and in all my searches, so far I can only remember these two that do that.

Are you sure this is about cookies and not about data stored in some other file?

Do you see this data in the Cookie Manager (manage cookies and site data)?

Yes. Cookie Manager shows the cookie there.Other cookies disappear as soon as the last PW (if more than one) isclosed.

Shown are Cookie Mgr window before loading Yahoo finance in PB mode. Second shows multiple cookies after loading. Third shows single cookie after exiting. As I said, I only know of two sites (yahoo and fleabay) that do this. https://prod-cdn.sumo.mozilla.net/uploads/images/2019-02-13-05-55-20-2c7057.png https://prod-cdn.sumo.mozilla.net/uploads/images/2019-02-13-05-55-34-f2d4e3.png https://prod-cdn.sumo.mozilla.net/uploads/images/2019-02-13-05-55-45-63f8c2.png
