You can do that with the Prefbar extension and the Reload PAC button.

Is there a way to configure Firefox so that the browser checks the pac file every time it makes a request? I know this will impose more load. But I want to use a pac file that will change many times throughout the day and I can't expect my users to know to hit a particular update button no matter how easy and accessible it is.
