why does firefox reject google toolbar?
I upgraded to 5.0 and got a pop-up that comes up on every web site called "error console".I went back to 3.6.18 and now I find that firefox won't allow google toolbar.

You posted three weeks ago, perhaps Google upped their maxVer since, besides there is a 3.6.19 so the maxVers should really be 3.6.* but Google does not put their toolbar on addons, and possibly would be rejected for several reasons (proprietary code, not subject to review, not under their control), so it's hard to see that unless you actually install it. If you do have it back you need to start working on those workarounds.
The Google Toolbar is no longer supported by Google in Firefox 5 and up, you may be able to get what you want from it for a limited time, the directions to install the Google Toolbar were posted before Google actually announced dropping support.
