You can install the about:synckey add-on in mobile Firefox, and use it to display your "Recovery key" (encryption key).

Then you can connect your desktop PC to your Firefox Sync account. In the setup process, click on the "I Have An Account" button, then click on "I don't have the device with me" at the bottom of the setup window. Enter the email address and password for your Firefox Sync account, and the recovery key that you got from your phone.

(When Firefox 10 is released later this month, the setup process to connect a desktop PC using a phone will be much simpler and will no longer require an add-on.)
