I have windows vista and IE 9. Firefox will not download

this is what i get;

Do you want to save Firefox Setup Stub...(237 KB) from...load-intaller.cdn.mozilla.net?

No option to Run it. I press Save or Save as and I get

Firefox Setup Stub 35_0_1_exe (1) couldn't be downloaded.

It gives me the option to Retry but I get the same as above

All the steps below I was not able to perform as it gives me the same message as above. When I try these manual steps there is NO menu call Help at the of my screen
