when moving to a new windows computer, do you install Tbird first, or do file transfer first?

I used this: https://support.mozilla.org/en-US/kb/moving-thunderbird-data-to-a-new-computer But it does not specify whether to install Thunderbird first, or transfer files and then install. I have not done either yet, waiting for new computer to arrive.

Well, I wanted to post my results, hopefully it will help someone else. I transferred my files FIRST, using Windows Easy Transfer, then downloaded the programs (Firefox and Thunderbird), and when I opened the programs all my settings, bookmarks, folders etc. were there!
