On one of the devices that have been configured to synchronize all passwords have been removed. I lost access to all mailboxes and services. Does Firefox Sync some backup for such eventualities?

Max, no there is not a back up service, however if other devices are still connected to the account it is possible to sync the already merged data onto the device.
