I have android 5.1.1. What are the steps to install adobe for this To be able to use gameoldies.com? Doing my best to set it up right. I have ePSXe control and BIOS downloaded. Using flash but stalls due to not being on like it should be. Can you help?

One thing of note is you need a tablet or phone with a ARMv7 type of CPU and not ones like Intel or ARMv6 or ARMv8 to use this old Flash Player 11.1.x plugin from Adobe.
