I backed up my profile for my "regular" Firefox setup for a local acccunt in Windows 10 using MozBackup.

Then I restored that backup to my Microsoft (Insider) account, which is not a local account as I understand it.

The homepage carried over, bt the extensions did not. Do Firefox extensions not work on Microsoft accounts as opposed to local accounts?

Yup. It grabs extensions, bookmarks, history, certificates, and a couple other things.
