Why is the Options page being included in the save process?

It was not the case in earlier versions of Firefox.

I have to edit the about:config file to delete the preferences link.

Use current pages sets all pages that are currently open in tabs as multiple home pages (if only one tab is open you see "Use Current Page"). To set a single page as the home page, easiest is to drag the globe/padlock from the location/address bar on to the toolbar Home button.

You shouldn't have to go to the about:config page, but should be able to modify the home page setting in "Options/Preferences > General" (about:preferences#general).
