I never used MS Edge exactly for this reason. IE has it right, and you don't?

Have you tried this:
Go to the 3-bar menu   >   Options  >   General   >   Downloads    ?

Out of the box, Firefox just uses your download folder. As mentioned by Happy112, you can change that on the Options page.
