When TB has finished checking for "new" messages why does it continue to say "brining folder up to date"?

I have a lot of emails on my "Hotmail.com" account and have been using TB for a few years, since MS has gone to "Outlook" I have had a lot of grief across a few platforms, i.e. Windows, Android I am using TB ver 52.0.1 for the past weeks as I updated from ver 45.8.0 to see if it would solve the problem. TB keeps trying to download the same folders every time I log on and the Hotmail server is giving time out errors.

Why is TB not recognizing that the folders are up to date?
