When there are vertical and horizontal scroll bars I like to use the up,down,right,left arrow keys to change the part of the page displayed. But the jumps are far too large. an this be changed?

its likely that your mouse wheel is also set up to move the same amount of spaces as the arrow keys.

in which case, you can open the windows control panel for mouse and adjust these amounts.

Thank you for the suggestion, but on my system there is no link between mouse wheel movement and arrow key movement.

I believe the scroll bars are set in stone. As for the mouse-wheel accessibility. You can change the speed preferences via; Settings>Devices>Mouse & Touchpad
