I use Thunderbird email. What do I need to do to communicate with someone who has hotmail.com email?

I have a (an?) hotmail account set up in Thunderbird and I can send to and from it using a different non-hotmail account.

My one observation, which won't apply to you (but may apply to your friend with a hotmail account) is that Thunderbird sets it up for sending using SSL and 587, but in practice it seems to need STARTTLS and 587.

   account51:
     INCOMING: account51, , (imap) imap-mail.outlook.com:993, SSL, passwordCleartext
OUTGOING: , smtp-mail.outlook.com:587, alwaysSTARTTLS, passwordCleartext, true

I wonder if one or both of you are using an ISP or email provider that is blocking your correspondent's ISP or email provider.
