Can receive internal emails, but cannot receive external emails.
I can receive internal emails, but cannot receive external. I can still send emails to anyone, but when an external email is sent to my thunderbird email they get an error saying my "is over quota". I have deleted most emails, compacted, and deleted the anti virus protection and still not working.

That would be a error message from your providers server and not Thunderbird. Thunderbird does not return error messages to the senders.
Ask your provider.
