"add to thunderbird" button doesn't work

I just installed Thunderbird, I haven't configured any email accounts yet. I thought I'd add a couple add-ons that I know I'll need, namely localfolders and importexporttools. But when I click the "Add to Thunderbird" button, nothing happens! I also tried downloading the ".xpi" file and installing from the file, and nothing happened there either!

Does it not work until you configure an email account first?

I just added an add-on to a W10/TB 68 profile with no accounts: Tools/Add-ons/Extensions, typed importexport in the 'Find more extensions' box, a tab opened with ImportExportTools NG at the top of the list, clicked Add to TB, and the add-on installed.

If you downloaded the xpi, try clicking the gear icon next to Search in Tools/Add-ons/Extensions, 'Install add-on from file'.

That's exactly what I did the first time. But for some reason it worked the second time.
