I have clicked on every icon there is. The documentation says "Menu app icon> options" please provide a better description of what the menu app icon is?. I cant find options in thunderbird 78 at all so I can accept cookies.

It's the 3 horizontal bars ('hamburger') in the upper right corner. Or, press Alt to show the Menu Bar with the Tools menu.
