Most downloaded files are saved in the downloads folder as it should be but some files are being stored in C:\Users\******\AppData\Local\Temp. Why is that and can I change it so that all downloads are actually being saved in the downloads folder?

Files that you open in an external application are stored in the OS temp folder. Also if you redirect a PDF file to open in Firefox via the download dialog then this file is stored in the temp folder.
