"Sending of the message failed. The message could not be sent because the connection to Outgoing server (SMTP) mail.twc.com timed out. Try again."

What is your antivirus? They are often the cause of timeouts on sending. If it's not Windows Security, and something like AVG/Avast, disable the Mail Shield or exclude the profile folder from AV scanning.
