Often I open a new tab & it's bugged. (It displays fine but the "right click" menu doesn't work.)

The fix is right clicking the tab itself (at the very top) & then clicking "reload tab".

Is there a hotkey for this instead? I hoped ^{f5} would work (control f5) but it didn't seem to.

This is likely something that can only be fixed by opening a right-click context menu elsewhere and that is why reloading via the keyboard isn't working. What works for me and what you can try is opening "Help -> About Firefox" and closing this window.
