I'm using ThBird (115.18.0). About 3 days ago Thunderbird started marking almost all of my incoming email as *Potential Phishing*. I haven't changed any settings recently. Scam Detection is turned off.

Hmm. I do not recall Thunderbird having a specific phishing detector, with phishing and scams being lumped in together. SO I guess you have a third party one, probably injected into Thunderbird by an antivirus product. Try disabling the feature in your antivirus program and restarting your computer just to clear the air and see if that makes it better.
