No prompt on exit with active downloads

I remember that I used to be prompted when closing FireFox with active downloads. Not all sites support auto-resume and I frequently find myself needing to restart many downloads. If I recall, there is a setting in about:config you can change so when there are active downloads and you exit FireFox, there is a prompt reminding you there are active downloads and to confirm exiting. I'm just looking for that preference setting.

The preference is browser.download.manager.quitBehavior

If you set it to 2, if you have active downloads you will be presented with a dialog to cancel the downloads and exit the browser, or to not exit the browser.
