I forgot to mention that there is a pref in the settings that disables the scrollable address bar. Settings > Display > 'Full screen browsing'

It is up to the website to use something like prevent default to disable scrolling or having a short version of the web page that does not need to scroll.

I forgot to mention that there is a pref in the settings that disables the scrollable address bar. Settings > Display > 'Full screen browsing'
