Why "Quit" option on the menu does not closed the app?
When I press menu options, I select 'Quit', and Firefox on Android latest version quit and clean like it was created for. However, when I hold the button that pop-up the list of the application still running on my Android, it shows Firefox is still running even I selected the option to 'Quit'. I did try to check on this topic on the forum site but nothing came up. I know I am new to this technology with Smartphones but I want Firefox to be the best browser, so did I miss something I need to install to quit Firefox or this is a bug I suppose to report? Thank you for your help.

Don't worry, when you press "Quit", Firefox does stop running. You can verify this by opening your phones Settings > Apps > Running. You'll see Firefox isn't on the list.
Unfortunately, I don't think Firefox is able to remove itself from your recent apps thumbnails. These thumbnails are actually all of recently used apps, even if they aren't still running. If you want, you can hide Firefox's thumbnail by swiping it off towards the side of your screen.
Nonetheless, I've filed a bug for you, as the situation is potentially confusing: https://bugzilla.mozilla.org/show_bug.cgi?id=1096630

I have this problem too but in reverse. I usually close the browser using an Android swipe. That is not read as a 'quit' so my browsing history etc is not wiped. To clean my browser, I go into settings, privacy, and delete all the gunk. There needs to be a way to make an Android swipe the same as touching quit in the browser menu. Given the obsession with swiping in all recent OS releases Android, Jolla, Firefox, Ubuntu etc, Firefox has to be controllable through swipes as well as touch-screen equivalents of clicking an item in a menu. The way it is now, it is confusing and users have to close Firefox twice and/or do too many things to protect privacy when it should be protected by default. A simple improvement would be to make a 'quit' icon visible on the top bar instead of hiding the option in the settings menu.
