I can connect to the internet, but I can not get my e-mail. I get the message Proxy server is refusing connection.

lots of anti virus programs set themselves up as proxy servers to scan your mail. Perhaps your anti virus is dead.
Have you tried restarting your computer (Leaving the power unplugged or the battery removed for at least 2 minutes)
