my outgoing smtp settings work on win 7 computer, but not on win 8

Thunderbird works great on my wind 7 desktop, but on my win 8 laptop with all the same settings I can't send email from thunderbird, I get the following message 

Sending of message failed.

The message could not be sent using SMTP server mail.petwatchtoday.com for an unknown reason. Please verify that your SMTP server settings are correct and try again, or contact your network administrator. 

I have tried the default as well as the reservation@petwatchtoday.com - mail.petwatchtoday.com which works on win 7

I've been trying to fix this (off and on) for over a year and get frustrated and walk away, until my wife reminds me!

What are the correct settings according to your email provider? They probably have a support web site providing that information.
