Cannot install toolbar instructions are not complete

"install/hide toolbar"? Do you mean show/hide toolbars in Customize > Additional Tools and Features? https://support.mozilla.org/en-US/kb/customize-firefox-controls-buttons-and-toolbars That is for working with the default toolbars or for already installed toolbars, not for installation of a new toolbar extension.
Which toolbar are you trying to install?
