I find it impossible to match imported address fields from a csv file. There is no rhyme nor reason to the move up move down facility provided. Surely this can be fixed.

Try just moving up.

If you move down, then something else jumps up to replace what you have moved down and this can disturb alignments you have already worked on.

Start at the top, work down and use Move Up as required. Things that don't need to be there will get pushed down out of the way.

that worked a little better but when alignment required more than one move up things get all out of wack.

If you start at top and align the correct field using the move up, then move to second and align again. You are only going to move up to the field you are aligning so it should never change things above - previously aligned fields.

One other method would be to open the .csv file using eg: MSExcel. Then edit and move the column headers to match the ones that Thunderbird uses and put them in the same order. Here is a link to show you all the field names and the order they display in Thunderbird. Save the modified .csv file and then use the Import function to get into Thunderbird.
