under windows 10 firefox will reload and bring me back to the top of the page rather than refresh and leave me where I was

Some web pages are know to be updated by the site. News, for example. So the page you are trying to reload no longer exists.

When does this happen?

Are you leaving the tab and return to this tab?

Start Firefox in Safe Mode to check if one of the extensions (Firefox menu button/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem.

  • Switch to the DEFAULT theme: Firefox menu button/Tools > Add-ons > Appearance
  • Do NOT click the Reset button on the Safe Mode start window
