"Show my windows and tabs from last time" ALSO opens a New Default Tab I do not want

I have Firefox set to "Show my windows and tabs from last time". In the past, this has always retained all open tabs, and opened no other tabs. Recently, Firefox is exhibiting new behavior. It ALSO opens a default Firefox tab, IN ADDITION to restoring all the tabs from the previous session. When I have a homepage selected, it opens a homepage tab IN ADDITION to restoring all the tabs from the previous session. I don't want it to do this.

I've have tried clearing cookies, checking all the settings, resetting the settings and then re-initializing them, following the troubleshooting steps in the knowledge base articles for tab restore and privacy settings - nothing is changing this behavior. How do I get it to go back to the old way of restoring tabs, please?

Is there at least one normal (not pinned) tab present?

If you close Firefox with only pinned tabs open then Firefox will always open one normal tab on the next start.

You can check the target line in the Firefox desktop shortcut (right-click: Properties) to make sure that nothing is appended after the path to the Firefox program.

Actually, I don't use any pinned tabs at all. And I was wrong: it's not opening a NEW tab. It's redirecting the last OPEN tab. For example, if I have an article open for research when I close Firefox, when I reopen Firefox, it redirects that article's tab to the Firefox start page, or my home page (depending on what I have active), when I reopen Firefox.

I realized that the "Back" button was activated on the Firefox tab, and when I looked, it has history. Drilling into the history shows whatever tab was there before closure.

This is totally new behavior. It's never done this before.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options)
key, and then starting Firefox. Is the problem still there?
