Windows 10 PC, firefox stuck/crashed, uninstalled, however now cannot reinstall.

Running Windows 10 PC and Firefox. Tried to log into Discover Card website but browser hung up with nothing but the spinning ring. Browser would not respond so I "ended task". Tried to restart but browser crashed before really "starting". Uninstalled browser. Downloaded Firefox and tried to reinstall but absolutely nothing happens. Just returns to desktop. Tried deleting the "Firefox installer" from my Download folder but error message states "can not delete file in use by Firefox." This is interesting because Firefox does not show up in my program list and it is not shown as "running" (or any other status) in the Task Manager yet the Firefox installer thinks it is running. My guess is the registry is corrupted. Since Firefox is not showing up in my program list I do not know which version I was running. (I always let you update the browser so I assume it is current).

Problem solved. Used "Restart" instead of "Shut Down" followed by a "Reboot". I have no idea why that made a difference. I always thought Restart was simply a shut down automatically followed by a reboot. It appears I was wrong.
