"Set font size" works fine on text typed in an email. "Set font size" does not work for text copied/pasted in an email. Why?

Because the text comes with it's own predefined text size colour etc is my guess. Especially if it comes from word et al, although lots of web pages will bring their font definitions with them. Try pasting as plain text (ctrl+shift+V)
