I forgot my "primary password" so I reset my password twice today. However, the browser pop up window keeps asking me for my "primary password" and this pop up window will not accept the new passwords. I also deleted Firefox from my computer and re-downloaded it, but this did not help. I attached a picture of this pop up window that has not updated even after I reset my password. I also cannot log out and log back into my firefox account in my browser without entering this password.

Is there anything else I can do? I understand that my data will be lost when I reset the primary password.

If password reset doesn't work and you forgot your password there nothing much more that can be done here. How can you reset your Primary password if you forgot it? This part doesn't make sense. Removing Firefox Browser from computer doesn't reset this password that is on firefox accounts that the password remains at. I don't think you reset or changed the password since it keeps asking for the password.

Any difference if you then exit Firefox normally and restart it?

I am not aware of any recent changes that would require an extra step, but one thought would be to physically remove the logins.json and key4.db files from your currently active profile folder. These are the files used for storing logins. More information on profile folder files: Profiles - Where Firefox stores your bookmarks, passwords and other user data.

You may want to keep a backup copy of logins.json (and key4.db) as this file stores the origin (protocol and hostname) in plain text, then at least you know for what websites you had logins.
