102.6.1: "Reply All" button not always visible

I'm looking at a message with a "From", a list address in "To", and a "Reply to": The only reply-type button I see is "Reply"

For a different message with "From", multiple addresses (some of which are list addresses) under "To", and a "Reply to", the "Reply" and "Reply All" buttons (and "Reply All" drop-down) are visible.

I really am not sure what the question here is!

To reply all, there must be more than one address in the to and CC combined so that all of the addresses in the message header get a reply, not just the to or reply-to. That one is a list address is not at all relevant in the context of replying.

A list address handles replies to the list when the mail is delivered to that address, and a simple reply is all that is needed to do so.
