There are two stars. The one in the address bar area is to add a bookmark or edit the current page's bookmark. The other one is an optional button to drop the Bookmarks menu (<img src="https://assets-prod.sumo.prod.webservices.mozgcp.net/media/uploads/gallery/images/2021-06-19-21-15-40-ba2c56.png">). You can find it in the Customize panel and drag it where you want it (on the main part of the toolbar, not inside the address bar). See: [[Customize Firefox controls, buttons and toolbars]]. You can also access bookmarks in the sidebar (Ctrl+B) and the toolbar (Ctrl+Shift+B).
