That's a generic setting in the Windows OS Windows Key+I/Apps/Default Apps/Search for the file extension (html) and select your browser. You can also check TBs preference in Cog (bottom left)/General/scroll down to 'Files And Attchments' and look for the HTML format. Set 'Action' to the browser you want.
