Can't add new download action- "open as" function disabled?
Clicking on a link with "txt" extension. Got alternatives to save file or cancel.
Want to get the alternative to "open file" and "do this in the future" alternative for this filetype.

If you have an add-on like Firebug or Live HTTP headers you could examine what content-type header was sent with that file. Seems unlikely it was "text/plain", or Firefox should behave correctly.
If it's a public file, you could post a link to it and others can take a look.
