If I have used Firefox and closed it then try to reopen it, it will not reopen until I reboot my PC.
I recently did a clean reload of my PC from the OS out. I installed Firefox as always and it worked fine for several weeks and then about two months after the reload I tried to start the browser and it would not. I tried from the Quick Launch bar and from Program menu, but nothing worked. Finally, I rebooted and it started when I clicked the Firefox icon. I uninstalled Firefox, reinstalled it, but it continued this behavior. I will only start one time and then if it needs to be started again the PC has to be rebooted. I use Firefox on my work PC and this is not a problem there and has never been a problem on my home PC until now and the software on my PC is the same as before the reload of the system.

Sounds like the firefox.exe process might not be closing completely, see this:

Firefox doesn't shut down cleanly. It never has. It often only does a "top kill" which leaves the bottom running. It won't start again until you kill the entire process. Open Task Manager, hunt around for the remnant of the application ("firefox.exe"), and kill it using a bottom kill.
