Why do Cyrillic fonts display correctly in tab and on page, but just ?????... in title bar? I tried various encoding, but the others were only worse.

Sites using Ukrainian Cyrillic fonts appear correctly on the page. If page name is in Cyrillics it shows up correctly in the tab, but not in the top title bar. There each character is replaced with a ?. IE8 does not have this problem. Encoding of UTF-8 with "auto-detect" set to Ukrainian is the best option. Example site listed below.

Follow-up: Today I tried a few of those websites out of curiosity and the title bars display properly. I'll be keeping tabs on this to see under what conditions it changes.
