The system led me to a download which was - Popup ALT Attributes - can this down load be trusted, my system is saying not without the auther.

Sure, no need to worry about this extension developer.
Web sites should be using the title attribute to display a tooltip on hover and not the alt attribute that is meant to show if the image can't be displayed.
