Why does Ctrl+Shift+e (CSe) show all tabs overlaid rather than all in an array?

I can't understand the function of tab groups---There seems to be are no options to control them---1 time, all tabs will be arranged in a linear array. Another time, they will be arranged all over each other. Is there a control which says 1 group, 1 window, tabs in an array?
