Version 38.0.1 does not see the passwords stored in previous versions
Version 38.0.1 does not see the previously saved passwords, and requests to re-enter and save the password. After you roll back to version 31.7.0 saved passwords back too. We have more than hundreds of copies of the program and all cached passwords, users do not even know about what their password. This failure is a serious problem.
Chosen solution
Problem solved. Probably file was corrupted key3.db. I deleted the file, and the new passwords are kept. After this updated version of the software and the new version saw stored passwords, create a file logins.json and now everything is fine. On all other computers in the enterprise such a problem does not arise.

It seems remarkable that you have so many users apparently all suffering from the same problem, yet I can't think of anyone else who has reported this after upgrading.
So, tell us a bit more about the set up there. Are you doing anything unconventional, such as users sharing profiles, or their address books? Are all your profiles stored in the usual way, local on each computer? Each user has their own installation, or are there multiple profiles in use? Do your users use a Master Password?
The version you mention has already been superceded by TB 38.1.0. Have you tried this?
Each computer program is installed and configured a mail profile that is also stored on this computer. Master password we do not use. Version 38.1.0 has not solved the problem.
Please add the troubleshooting information to your post. This might a an add-on problem, as localization issue or something entirely of your own site. The troubleshooting information will provide at least some minor information. To find the Troubleshooting information:

Is it not possible for users to write them down then re-enter them after upgrading? You are showing us only one account being used, so there is not a lot of data to be managed.
Given that this is not a common problem, I'm wondering if it is a fault in the localised version you are using. I see Cyrillic; is the language Russian? Would you be prepared to try an English language version just to see if it is connected with the version you are using?

I am a system administrator and working in the enterprise. On computers enterprise installed Mozilla Thunderbird and set up each user's personal profile. Total to date 142 profile. Each profile saved passwords, and users are working with the mail. Users do not even know these passwords. All passwords I know. Earlier, I just updated version of the program, and it worked, but starting with version 38, the previously stored passwords, the program does not see. That is, I update the program and the passwords are not visible, and then roll back to version 31.7.0 or 31.8.0. passwords are back too. The version I put both Russian and English, the result is the same. With so many profiles to re-enter and save the passwords is not the solution.
Is there something different in the way you have set this up? Can you confirm where the profile folder is stored? Is it in the default location on each computer?
Generally: Thunderbird is installed on each computer. Mail accounts are created in thunderbird on each computer or in each UserAccount if several people use one computer.
The profile folders are stored in the UserAccount appdata/roaming/thunderbird/profiles on each computer. Do you have the profile folders stored in a different location?

Make a note of the password, update and then enter the password at the prompt selecting the checkbox to remember the password.
