want to import contact via csv file but fail

I'm using Traditional Chinese version of thunderbird ver. 38.1.0 I want to import contact list via csv file but fail, the error message suggest that the import file is incomplete so the import process fail.

The Chinese goes: "通訊錄contact list 檔案匯入錯誤，匯入資料可能不完整。"

is there anyone knows how to fix this? I never encounter such problem with any version before 38.1.0.
