Unable to create mailing lists on Thunderbird

I am having difficulty creating a mailing list on Thunderbird. The steps I am trying to follow are from Mozilla Support (How to create and use mailing lists on Thunderbird).

When I open the Address Book and select File/New, the options Address Book Contact and Mailing List are both in grey. This means I am not able to select Mailing List as instructed, and I can't see how to proceed.

When I first open the Address Book, the headings New Contact/New List/Properties/Delete are also in grey. Another set of online instructions recommends using New List as a way of setting up a mailing list, but I can't proceed that way either. A snip of this view is attached (I have been unable to snip the File/New/Mailing List view).

Any help would be very much appreciated.

Thank you Airmail. As you suggested, I moved down and selected "Personal Address Book" and all the options became available. Oh so easy when you know how!
