It is possible that the server isn't configured properly and is sending the file as text/plain. Firefox will always open a file send as text/plain in a tab.

You can use "Save Link As" in the right-click context menu or in the file menu to save such a file.

if i save it, open office reads it properly. so you would recommend i contact the web host company (ipage) and suggest their server is not configured properly?

Yes, contacting the website would be the way to proceed in cases like this.
