what app/program do I use to upgrade to 46.0.1 as it comes as a .part file for win8.1

I cannot connect to WaterFox on line. An alert was just sent to install 46.0.1 but it wouldn't install and they sent me to a website where I manually downloaded the file but it's a .part file and won't open. Do I have to install firefox just to install waterfox newest vers.? I'm using win 8.1 64bit... how do I open the .part file? thanks

ps what's the web address for WaterFox....I tried waterfox.org and other combo's but no good. thanks

A .part file is the name of a file being downloaded. Once the download is finished, the .part is removed.

I never said I was using FireFox... I went to the link and downloaded the newer vers. of waterfox and all is well now with no problem....hopefully... thanks
