How do I move the profile from an external hdd that has a bookmarksbackup file on it to the new profile of my firefox

Connect the second drive to the computer. Then Copy the files you want to where you want them.
places.sqlite : History and Bookmarks.
Note: You may need to allow files to be overwritten.
The bookmarkbackup file is already in my new Profile with the list of the bookmarks in it but the new Firefox is not using it.
Please note, the bookmark backup files themselves will not provide you the bookmarks, do as he said and copy the places.sqlite in the new profile to gain access or if you want to use the backup files, go into the bookmark manager and do an import and choose the file from that folder and get it that way.

The correct menu item to select is Restore.
Import is for an export that was done into the bookmarks.html format.
Ok, we are splitting hairs a bit and being slightly pedantic, but you are correct.
Firefox uses two locations for the Firefox profile folder, so make sure to look in the correct location.
Location used for the main profile that keeps your personal data in "AppData\Roaming" (Root Directory on about:profiles).
- C:\Users\<user>\AppData\Roaming\Mozilla\Firefox\Profiles\<profile>\
- ~/Library/Application Support/Firefox/Profiles/<profile>/
Location used for the disk cache and other temporary files in "AppData\Local" (Local Directory on about:profiles).
- C:\Users\<user>\AppData\Local\Mozilla\Firefox\Profiles\<profile>\
- ~/Library/Caches/Firefox/Profiles/
