TB fails to make connection "cannot connect to mailserver imap.mail.outlook.com; connection is refused"

I recently started to use TB for my private email address, because the MAIL tool of Windows 8.1 crashes repeatedly. After some trouble I got TB working with my hotmail account when I'm at home with my laptop. But when I'm in the office, I get a message: "cannot connect to mailserver imap.mail.outlook.com; connection is refused" (in my language). Both with the MAIL tool and webbrowser, I can access my hotmail account without any problem, while in the office. So, I cannot imagine it is due to the ISP or firewall is blocking the IP address of the mailserver. When I get back home TB is working fine again.
