I get "Primary account email required" when trying to create a new account, even after removing the email as secondary from my other account.
I'm trying to set up a new account using new@example.com but I keep getting a "Primary account email required" message. I found new@example.com was set as a secondary email for the old@example.com account. I removed it and old@example.com no longer has a secondary email, but I'm still getting the "Primary account email required" message.

Try clearing all data and try again
I assume you meant clear everything under the history, but that didn't work. I get the same message even if I use a different broswer on a different PC. So I suspect it's a problem with the account and not the browser.
Why is it when someone asks a question on a forum, no one will put an actual response that works. And some of the answers you can tell the person giving the answer has no more clue than the one asking. Has anyone figured out this because I'm having the same issue, and when I try using the secondary email, it won't accept my password for it either and says I have to use the primary email. Frustrating as the primary email is my work which I'm leaving in a week. Help.
I'm having the same problem here, I tried to change primary email addresses a couple of weeks ago, had the primary account error happen and decided to attempt to revert back to the original email address. This actually didn't work initially, but waiting a couple of days let me into my account. A couple weeks later pass and for some reason NOW, accessing my account on a new laptop results in the same primary account error that I had weeks ago! I've tried accessing via my secondary email which resulted in a page that asked me to create a new account.
